Cook meat in large saucepan over medium heat until browned, stirring often; pour off drippings. Sprinkle chili powder over meat. Stir in chili beans, tomatoes and salsa. Cover; heat to a boil over high heat. Reduce heat; simmer 10 minutes.
Stir 1 cup cheese into chili; ladle into bowls. Top with remaining 1 cup cheese. Serve with sour cream, salsa and cilantro, if desired.
