Melt butter in medium saucepan over medium heat. Add onion; cook 3 minutes, stirring occasionally. Stir in flour; cook 1 minute, stirring frequently.
Add corn, milk, salt, white pepper and bell pepper, if desired,heat to a boil over high heat. Reduce heat to medium-low; cook 5 minutes or until bubbly, stirring occasionally. Stir in cheese just until melted. Garnish with parsley.
