Arrange 4 tortillas on a large foil-lined baking sheet. Sprinkle cheese and cilantro over tortillas; top with remaining 4 tortillas. Brush half of oil over tortillas; sprinkle lightly with chili powder.
Bake in a preheated 450°F oven 5 minutes. Use a large spatula to turn quesadillas over. Brush remaining oil over quesadillas; sprinkle lightly with chili powder. Return to oven; bake 3 to 4 minutes or until golden brown and cheese is melted. Cut each quesadilla into 6 wedges. Serve warm with optional toppings.
