Scrub potatoes and cut into 1-inch chunks. Place in a large saucepan, cover with cold water and bring to a boil over high heat. Add garlic cloves to water; reduce heat and simmer until potatoes are very tender, about 15 minutes.
Drain potatoes and garlic; return to same pot and turn heat to low. Add milk, salt and pepper. Mash to desired to desired consistency with a potato masher. Stir in cheese and bacon just until melted.
